I think you are right about opinions but my point was more looking at
access to information and from whom the information is more valued.
Thus my conclusion is that someone in the local community who has
learned something from the [stoves] e-mail list is more likely to be
able to disseminate it, to his or her peer group, than from a visiting
official of a foreign NGO could. It doesn't matter to me that the
source for the information in both cases was the same, or whether it
is attributed, more that someone somewhere benefits from it.

The trouble with e-mail is it is terse in character, I wasn't meaning
to knock the survey or you (after all you're one of the very few that
respond to my posts ;-)), I was just using it to amplify AD Karve's
point that access is poor for those people most likely to benefit from
it. This is why I harp on about keeping messages concise without
leaving reams of unexpurgated text appended to it because you have not
learned how to drive your software.
