I see a different environment if the splitting (as described previously by 
Dr Tom) is taking place in and amongst the hot coals.  'In the flame' in the 
case of the steam injection seems to be an entirely different matter because 
the carbon is greatly diluted and the CO is only available in (probably) 
dispersed molecules.

Perhaps someone can offer a product chain and then we can look at the energy 
needed at each stage.
