I immediately thought it was probably turbulence slowing the flow as
the gas molecules passed around the "fuel" objects. Turbulence is
going to steal some of the momentum of the gas and convert it into heat.
I suppose this could be tested by using different mock "fuel"
objects, say steel ball bearings versus plastic balls of the same
diameter. The smoother the finish on the balls the less turbulence
given the same diameter.
