I think they want a natural draft, probably brick kiln to make handicrafts.
It sounds like a really poor environment (economically). There is
apparently next to no wood and no income generating activities.
Dung burns well but it really needs air blown on it to burn hot (bellows,
draft...)

Why fight mother nature, Ruminants have spent a lot of time grinding and
digesting the fibers down to a uniform size. Instead of trying to make
larger chunks (briquettes) out of the dung, break it a part and feed the
kiln as you would with rice husks or saw dust. It may be no more work to
break up the dung that to make it into briquettes.
While I not suggesting this here, I toured a cement making rotary kiln (100m
long) and they used pulverized coal as the fuel. They crushed the coal so
fine that it acted like a liquid for transport purposes (in pipes) and was
introduced into the kiln via a nozzle.
