As far as I can tell it is some sort of manganese catalyst(?) dissolved in
water. I see a lot of 'snake oil' in the compost / soil business that I have
tested and I suggest this is just one for the stove people. If I knew what it
was (we likely have the chemical in stock) it might be worth a little time to
see if it works on creosote in a glass tube. That is a 'very little' time. :)
