Dear Jeff

As you can see from the hand operated mixer I make, it takes very little 
power to turn 160 Kg of cement, perhaps 40 watts.

As you are turing a much smaller load it is probably on the edge of being 
undetectable with the meter.

You could run it full and empty for a long time, perhaps an hour then divie 
by 60 to get the consumption per minute.
