It is a flow rate because the relationship between the air mass and
it's volume at stp is known, so at a given temperature the volume can
be calculated. Seeing as fuel is normally measured by mass it makes
sense to establish what mass of air is necessary to burn it.

Once the mass is converted to a volume then you have a volume per
second, volume is distance cubed so you do have all the right
dimensions.
