Dear Richard,
the bacteria produce much less methane if they are subjected to pressure,
because they have to expell the gas from their cell against the pressure.
Therefore, a permanent ballast on the gas holder, either in the form of
weights placed on top of the gas holder or as a ballast attached to the
bottom of the gas holder,  is not advisable.
