The other thing that strikes me is that 15' to either side of the equator part. It's easy to measure 15' from a signpost saying it's on the equator, but how exactly is that determined? How constant is it?  15' = 5m compared to the earths radius 6 378 000 m seems to me rather incredible if these lines, signs, markers were set up before GPS. And the effect, which is quite small in the best cases, must be even weaker the closer to the equator one is.

So, if that fellow wasn't even near you, I'm inclined toward the "power of mind over matter" explanation.

Speaking of that, I wish I could teleport myself to Lushoto for a few weeks!
