You could call the State Department of Labor... they typically handle 
issues relating to steam generation. Tell them the application is for 50 
psig steam to be generated by some sort of a boiler that will be 
operated by people with no training on steam, and no water treatment 
experience or facilities.

They should be able to give you a very good answer about 50 psig steam 
being used in such applications, and under such circumstances.
