I must agree, but with the proviso that region and fuel specific 
testing are needed.  Let's take a place that has cotton stalks as 
fuel and one that has rice husks.  If they are in close geographic 
proximity, which fuel should be tested for the region or should both 
be tested?  A TLUD rice husk stove will not work as well as a Rocket 
with cotton stalks, but the Rocket won't work with rice husks.

Human beings can work with a wide range of fuels ranging from 
synthetics to plant to animal products, but some mature men can not 
digest cow's milk, feed the same milk to a male toddler and it is 
fine.  So it is with stoves:  What is desirable for one is not 
necessarily desirable for another.
