[Stoves] Action about Stove Testing

To improve stove testing, first we need consensus on the bigger issues:

1) Household cookstove testing should be based in the developing world (for
the previously mentioned reasons:pro-development, cost, realistic fuels and
access to professional cooks).
    
2) The agencies that are funded by donors should not be involved in stove
development to retain their independence in testing stoves 

All other matters are secondary issues. First you need to resolve where and
by whom stove testing should be performed.
