[Stoves] Question about the turn down ratio

We used to define the turhdown ratio as: highest power output/lowest 
sustainable power output.
We always found the turndown ratio to be too low eg we wanted stoves 
capable of lower lowest sustainable power output. The TDR of gas ranges 
was about 6.
The TDR is sufficient if we can let the contents of our pan simmer (with 
a lid on as that requires the highest TDR
