Greeting!
SNV - Netherlands Development Organisation is an INGO based in The
Netherlands, with presence in 33 countries around the globe. We aim at
capacity development, mainly through advisory services to local
organizations (local governments, private sector, civil society) for poverty
reduction and good governance. Our support has four characteristics. It is
informed by a strategic understanding of the sector or theme concerned and
is both demand-driven and impact-oriented. Secondly, we combine thematic and
change expertise. Thirdly, we usually support change processes over longer
periods in a variety of forms responding to the needs and progress of the
client or client grouping. And finally, in doing so we help to link actors
and 'levels' (micro-meso-macro) around an issue and help strengthen the
wider actor constellation (sector).
In Asia, we work in six countries being Vietnam, Lao PDR, Cambodia, Nepal,
Bhutan and Bangladesh. In these countries, SNV presently employs about 150
advisory/expert staff, has an office structure in the capitals and in a
number of remote provinces/districts. The regional office for Asia is based
in Hanoi. The annual budget for SNV in Asia, mostly staffing costs, is Euro
11 million; about 95% of this budget is funded by the Dutch government
(DGIS).
SNV has been successfuly launching domestic biogas programmes in various
Asian and African countries. With an overall objective to explore the
opportunities for SNV to successfully support the dissemination of improved
domestic cook stoves programmes in Nepal, Bhutan, Bangladesh, Lao PDR,
Cambodia and Vietnam and to propose a financially feasible business model
that clearly provides the added value of SNV's capacity development services
and results in substantial outreach and impact; a study has been proposed.
The study should provide - by country - clear answers to the following key
questions:
- How many ICSs have been disseminated up to date and what is the
(assumed) operation rate? What have been the main constraints in the
dissemination of these cook stoves so far? Which designs proved to be most
successful and why? Which target (ethnic) groups were most receptive? In
what kind of geographical areas (cooking and space heating)?
- What will be the effective demand for ICSs in the period up to
2015? Which design is recommended? What will be the potential benefits for
women and men when such demand is tapped? What are the opportunities and
threats for such stoves?
- What are the present and possible future suppliers (of components)
of ICSs?
- Which other governmental and non-governmental stakeholders at
local, regional/provincial and national level do play a role in the ICS
sector? What is their capacity? Would donors be interested to fund
programmes on ICSs in the countries?
- What is the relevance of ICSs in terms of national policies and
priorities? How do ICSs relate to other related renewable energy
technologies?
- What are the strengths and weaknesses of the current actors in the
ICS sector?
- Which comprehensive framework (business model) with specified
supporting activities like training and quality control is required for the
development of the ICS sector? Has this business been applied already
before, and if yes, by whom? What could be derived from the business model
applied to the national programmes for domestic biogas in the SNV countries?
What will be the critical success factors for ICS programmes?
- What are the opportunities and challenges for capacity building
services and support activities that SNV could successfully undertake in
2008 and 2009 in the ICS sector and with which clients and partners SNV
should engage? What would be the added value of SNV, particularly the
innovations SNV could bring in? What is the potential for partnerships? What
will be the likely return on investment (costs of services and activities
versus impact)?
- Which other organisations in the country or region could undertake
capacity building services for the development of the ICS sector?
I would request you to recommend any potential organisations/individuals who
have proven track records of carrying out similar studies in the countries
in question as early as possible. For your kind information, five
organisations/individuals will be shortlisted to request for a detailed
proposal based upon a TOR.
