IIRC, restrictions have been imposed in the US on the use of chicken
litter as feed, so I imagine that someone is looking for an alternate
market.  Disposal can be quite expensive, though the turkey industry
here in Utah has found a good market selling composted turkey litter as
a premium product to commercial and residential gardeners.

(A word of advice. If driving through turkey country, don't follow the
turkey manure trucks too closely.  It is almost impossible to get the
smell of ripe manure out of the radiator fins and engine compartment. 
Loads of fun trying to explain it to the car rental agency.)
