[Strawbale] earthen floor building department acceptance

I seem to recall that Rob Bolman got the OK from his local 
bureaucrats (somewhere in Oregon) by bringing a 12"-square practice 
sample of his proposed floor into their office. He set in on a desk 
and poured some Coca-Cola on it. When he came back the next day the 
Coke was still puddle on the surface. They gave him a permit.
