:-) I have moments like that too...
By cavities, I was referring to the assembly comprised of the studs, 
exterior plywood layers, and rigid insul. .The ventilation holes would 
be drilled through the ply and insulation layers, not through the studs. 
The inspectors want some means for the moisture to escape from the 
interstitial spaces (to be filled with dense pack cellulose) if and when 
it enters the space.
We are to create some semblance artificial permeability by drilling the 
holes through the building envelope/ exterior plywood. .

So to rephrase the question, would the ventilation holes through the 
building's exterior skin work better at the ceiling or floor levels, 
taking in account that the somewhat warmer, moister air will be closer 
to the ceiling?

The total area of the vent holes will exceed 93.6 sq. inches, according 
to my calculator...that seems a bit much.
