Generally, complaints of cold feet on concrete floors are due to
insufficient insulation below the slab. Depending upon your location
and the subsequent ground temperature, it may take as much as four
inches of insulation there. If you have that, you should not have
problems with cold floors.

Hydronic heat in a slab that is insufficiently insulated supplies a
considerable amount of its heat to the ground below. Thus, it is not
necessarily a very inexpensive method of heating a house.
