I think you have that wrong. Ours was not an expensive system.

Pipe and controls for us was less than $500.00 We used the same water 
heater we used for our domestic hot water, so no extra cost. We installed i,t 
so no expense there. It's purpose is to heat the house and it is efficient. We 
just do not need it to run as much as most homes because our house is well 
insulated.
