I would expect that Third World people who get more light will suffer from  
fewer vision-related problems as a result of poor lighting, perhaps be  
able to do things like read books in the evenings, walk around at night  
with less risk of tripping over or bumping into things etc. ... things  
that shouldn't be the exclusive privilege of the First Worlder minority  
simply because they got around to consuming/depleting the majority of the  
Earth's resources first.

But rather than using cell phone chargers that probably need to plug into  
something in order to work, perhaps a more appropriate solution for Third  
World locales (ie where wall plugs may not be all that plentiful) might be  
the hand-cranked dynamo charger LED lamps like those that are sold by Lee  
Valley Tools.
