[Strawbale] Cable chase under bales

What I want to avoid at all costs is outlet boxes in the bale 
walls.  I can easily run the wires under the floor and come up 
anywhere, but I am more interested in using the toe-up for installing 
the outlet boxes.  With 160' of interior perimeter walls, and the 
electrical code requirement to have boxes every 6 feet, that is about 
26 boxes I have to put in the bale walls, and I don't want to have to 
do that.  First, boxes in bales are much harder, and secondly, the 
electrical inspector will require that he inspects when the wiring 
running between the bales is exposed, making me have a single course 
of bales sitting waiting for the inspector.  If I can put the boxes 
in a chase, I don't have to have any bale walls partially done 
waiting on electrical inspection.
