[Strawbale] Alternative to cable chase under bales

With all the suggestions on and off list, my mind has been 
"fertilized" (so now you can call me "poop for brains").  I just came 
up with another idea which might be workable, but unfortunately would 
still require an outlet box in the bale.  I have the luxury of post 
and pier construction letting me run the wires under the floor, and 
coming up through the sub-floor anywhere I want.  Maybe I could come 
up through a very short length of metal conduit, buried barely into 
the surface of the bale.  The conduit could be hammered into a hole 
in the toe-up that would be ever so slightly smaller than the conduit 
OD, and a metal box merely attached to the conduit.  The conduit 
would hold the box in place until stucco firmly bonded it into the 
wall.  An inspector should not have a problem with conduit, no matter 
how close to the surface, or would they????

An outlet box in the bale this way would require minimal inletting 
into the bale, would not require UF cable, and would be quite safe 
from accidental puncture.  Can I convince an inspector of that?
