I haven't tried this, but there doesn't seem to be anything preventing 
its' use as a paint over a lime finish. Alis can even be applied to 
gypsumboard/ drywall. Or lime can be coated over earthen surfaces.

If the lime plaster is already in place, and is polished and smooth, you 
might want to go over it with a wire brush to give it more 'tooth.' But 
if it isn't in place, then maybe applying alis will just be an 
unnecessary extra step: you can instead make the lime or lime/earth 
plaster the colour you want.
But that's a personal choice.

If you're the more cautious type, perhaps you'll first want to make up a 
test panel or two, and experiment before committing yourself to a bigger 
job.
