I stand corrected, I think you, Rob, David and others
understand this and addressed the question better than
I.
The only thing I would add is; would it make sense to
take advantage of the weight of the plaster and
connect it to the rafters for up lift mitigation? Of
coarse, this is a question of location, hystorical
wind info, size of roof, etc. It could be done in
addition to a foundation key.
Perhaps this could be accomplished by running a strap,
even metal plumbers tape with holes (would it be
strong enough?), over each rafter and tying the lath
to it. Perhaps it would help mitigate plaster sag too.
