[Strawbale] PEX tubing in floors

I am in Portland, OR with a 44' long wall facing south
west.
I am have removed (almost) all the of the interior
plaster.
I was planing on installing a 3 ton heat pump and A/C
unit with ducting.
I have the floor joists exposed so installing PEX is
easy.
It was originlly a single story structure, but it has
a 10/12 pitch roof, so the attic was converted to
living space. Becaue the foundation is broken and
without rebar, I was thinking of converting it to
living space. If I could convert it to a thermal
storage area, that is a possibility. I would like to
collect rain water, so ideally it could be 2 insulated
cisterns, one for hot water and one for cold, but I
think that was vetoed by others, but if we could not
pay utilities, I might get it back on the table if the
rest of the numbers pencil out.
It seems to me if water is the best thermal storage
medium, and it could be charged with solar energy
almost daily and discharge with (from?) energy almost
nightly, wouldn't that be all the heating and cooling
that would be needed and then some? wouldn't that be
the least expensive and most efficient eco friendly
system? Couldn't I "waste" energy by heating the
floors and cooling the air at the same time?
