That triggered my memories of watching my dad make window putty nearly
50 years ago. So I looked up a recipe over at Encyclopedia Brittanica
online.

The Enc. Brit. ratios are 85-90% CaCO3 (chalk...) and 10-15% oil.
It would be a neat experiment to make window putty from coloured
chalkline chalk. You can also add a teeny bit of cement colourant
pigments to create coloured putty.
To make removal of hardened old putty a bit easier, wipe a coat or two
of linseed oil on it and let it soak in.
