I think the papercrete would need a sealer of some
kind. (I think a limecrete might be better) either
way, perhaps it could be coated with ... is it water
galss? : The penetrating silica waterproofing sealer.
Is that stuff expensive? Perhaps if you didn't mind a
dark color, asphalt emulsion? I do not know how well
asphalt emulsion holds up to oxygen or sunlight. It is
commonly used below grade and in water tanks, so
oxygen/air is probably not a problem.
