No we're not but you brought it up (lumping RTFs, SOG and FPSF all

There's nothing "clear" about it Hank.
You cited/interpretted that OBC clause inappropriately/incorrectly .

As pointed out earlier, if one interprets that clause as you did (and as  
you did the FPSF document) super-insulated slabs and foundations would not  
be permitted or possible because they do not allow the heat loss to the  
earth that would, as you declared neccessary, keep the earth under and  
around the foundation thawed.

And as reality clearly demonstrates and as the Codes and NAHB FPSF Guides  
recognise, that is ridiculous.

The clause that you cited out of context and inappropriately talks about  
insulation *around* (ie the second word in the clause that you  
copied/pasted/quoted) the slab.

It doesn't say anything about designing a foundation with massive heat  
loss so as to facilitate thawing of the earth around it .

As a "for instance" where the Code requirement would apply.

If a person built a shallow stem wall foundation surrounding an insulated  
slab, the insulation detail at the slab/stem wall could be improperly  
detailed so as to leave the footings for the stem wall uninsulated. And if  
constructed on a frost-susceptible substrate,  that footing & foundation  
would be subject to frost heave/damage .
