[Strawbale] 2L Bottles as heat sink

Are "heat sink" and "thermal storage" one and the
same? As I understand it the plastic bottles may melt
releasing water in case of a serious interior fire,
thus slowing the fire, in some cases, so there is the
possibility they could help lesson a disaster.
