Others have described it better, but the two things which I did were 
as follows:

1 - Don't dig it up.  Leave undisturbed soil.  Where you must, like 
to put in sewer pipes, use a jumping jack tamper, small lifts and 
wetting to re-compact the soil.

2 - Put down a layer of sand over the substrate, and tamp it with a 
vibrating compacter to get it absolutely flat.
