[Strawbale] Willing Workers in Alternative Technology in Europe

There is something similar called Hands For Knowledge, or H4K.  The 
long term plan is for a more rigorous program, where both the workers 
and the projects/trainers are screened  and pre-approved, but that 
takes a fair bit of time to get up and running.  It looks like they 
have a number of active projects, though.  See their page at The Last
