Their neighborhood; you mean the land right next to a major interstate 
highway, where tires are being ground into dust by toxic sandpaper, 24 
hours a day, 365 days a year, by polluting engines?  And they are more 
worried about some other tires sitting around covered by plaster?  Wow.
